I have been investing most of my own monies seriously since 2003 and my results have been mixed. In the years from 2003 to 2007, I had made good realised gains from sales of equities (stocks and shares) as well as from dividend income. I have also made some realised losses, most noticably since the latter part of 2007 when the sub-prime crisis has led to the downturn in capital markets that sees the STI at 2500 levels unseen for quite a few years.

It’s depressing enough to talk about losses (which will be addressed in another post) but what I want to discuss today is how you can enjoy your investment gains without feeling guilty.

Not spending it all at once

The trick to enjoying your dividends, interest or capital gains is simply not to spend it all. My own rule has been to allow myself to spend 10% of the gains I made while allowing 90% of the gains to be re-invested or to act as a buffer against future losses which is what is happening now.

By spending just this bit of your gains, you reward yourself for taking the calculated risk. Of course, the main objective of investing is NOT TO LOSE MONEY. However, when you make some money, spending 10% or less/more depending on your own preference serves as a positive reinforcement to what you are doing right to grow your investment while serving to keep some buffer against future downside of the market.

So far, this rule has worked well for me as it allows me to partake in some of my gains while allowing me to preserve my gains for future reinvestment.

However, the downside to this rule is that I feel the urge to spend everytime I make some gains from investment. This happens even if I don’t have any particular want at that point in time. So far, I’ve guarded against this urge to splurge but reminding myself that investment values can go up or down and that saving some of the gains helps buffer me against market downturns.

The current market sentiment is largely negative with news of Lehman Brother’s expected bankrupcty casting a pall over sentiment. This is the time when having some cash buffer is important to provide one’s portfolio with some liquidity if needed.

Slow projects lose investment licenses

Investment licenses for delayed projects along the coastline of Dien Ban District will be withdrawn, said Tran Minh Ca, Vice Chairman of the central Quang Nam province's People's Committee.

More than 30 tourism and real estate projects have been granted land usage in the district, with a total area of about 270 ha. However, 20 projects haven't been implemented as planned, according to statistics from the local Steering Committee on investment projects.

According to Ca, who is also the head of this Steering Committee, most delayed projects faced financial problems.

Nguyen Tien Dung, the deputy director of a tourism company in Hoi An Town, said his tourism company had difficulties in capital mobilization and bank loans with low interest rates, preventing him from carrying out his development plan.

While hundreds of hectares of idle land wait for unfinished projects, many households living in the area struggle with a lack of land for cultivation. These projects affect roughly 1,700 households, and more than 1,000 households must be resettled for site clearance.

"Eight out of eleven projects in Dien Duong Commune have been delayed without any reason," said Le Van Khue, Vice Chairman of Dien Duong Commune's People's Committee. All of the projects have been granted licenses since 2003 and 2005.

"More than 50 ha of empty land is now useless while many households lead difficult lives due to a lack of land."

The local authorities had also reported on the situation to province offices and asked for land to be revoked to create jobs for households in the area, said Khue.

Delayed projects will soon be inspected and construction that is interrupted due to financial problems will have their land revoked and investors will lose their investment licenses, according to Ca.

Recently, the province's People's Committee has withdrawn licenses from 55 delayed projects in a range of fields and considered withdrawing licenses for 30 more projects.

The Finnish telecom giant is doubling the size of its direct venture investment fund, with the goal of getting behind more startups in India and China

Nokia is more than doubling the size of its direct venture investment fund with an injection of $150 million, with a view to putting some of the money to use in India and China.

“We’ve been investing in companies globally, but we need to get even more feet on the ground in China and India,” said Rick Simonson, Nokia CFO.

Menlo Park, California-based Nokia Growth Partners was set up in 2004 to directly manage $100 million of Nokia’s money. Its investments have included Bitboys, a Finnish developer of graphics chips that was bought by ATI in 2006 for $44.5 million, and Global Locate, a US maker of GPS chips that was bought by Broadcom Corp. for at least $146 million last year.

“We’ve had very good success with this model early on,” Simonson said. “The financial performance is working as well or better than we expected.”

Apart from seeking a financial return, the fund hunts for startups with technologies that are useful to Nokia. Some areas of focus have included mobile payments and camera technology.

Venture funds have become a standard accessory for companies in the cell phone arena, though the approaches vary.

Qualcomm has a venture fund with a broad portfolio, much like Nokia Growth Partners. Research in Motion, which makes the BlackBerry, announced in May that it had set up a $150 million fund with outside partners to invest in companies creating software for BlackBerrys and other mobile devices. In March, Apple said it would set up a $100 million “iFund” for the development of iPhone and iPod Touch applications.

The U.S. Citizenship and Immigration Service will decide next month whether or not to name Central Florida as a major hub where local businesses can tap into a new source of foreign investment -- up to $10 billion annually.

It's all part of the EB-5 Immigrant Investor program, which allows foreign investors to eventually become permanent U.S. residents. It was created by Congress in 1991 to spur foreign investment and create new jobs in the U.S.

Until now, the program has gotten little attention. In fact, the U.S. Citizenship and Immigration Service last year issued only 780 visas out of 10,000 set aside annually. Spokesman William Wright estimates the agency will issue 1,000 EB-5 visas this year.

But that may change as businesses search for capital during a time when the credit markets in the U.S. have tightened significantly.

Taiwan signals big review of China semicon investment rules

Taiwan is moving towards a major revision of the restrictions placed on local semiconductor companies with regard to their investments in mainland China and is likely to remove many of the hurdles they currently face, a senior government official said in an interview.

The revision, which is due in September, comes hot on the heels of the March election of Ma Ying-jeou as president of Taiwan and mirrors his philosophy of freeing up restrictions on trade between the two countries, said Chen Chao-yih, director general of Taiwan's Industrial Development Bureau, in an interview in Tokyo on Tuesday.

Taiwan is home to some of the world's largest chip makers -- Taiwan Semiconductor Manufacturing (TSMC) is the biggest contract chip maker, while Advanced Semiconductor Engineering (ASE) is the largest chip packaging and testing company. The companies are among the pillars of the island's economy but they currently face a number of restrictions when it comes to investing in mainland China.

The restrictions are in place to guard against the loss of jobs, taxes, intellectual property and business from Taiwan to mainland China, where wages are considerably lower. Taiwan's government has to-date granted permission for just three 8-inch chip plants to be built in China by its semiconductor companies and has totally banned the construction of fabrication facilities (fabs) that use the more advanced 12-inch silicon wafers.

That is likely to change in a big way in the September revisions.

"For the new regulations, which are not finalized yet, it seems to me that 8-inch wafer [fabs] will not be restricted anymore," said Chen. He noted that Taiwan is already home to almost twenty 12-inch fabs, several are currently under construction and around another 15 are planned so placing restrictions on the older technology doesn't seem to make sense anymore.

"The investment in 12-inch wafer facilities is quite active in Taiwan so maybe it's not necessary to control the 8-inch wafer investment in mainland China. For 8-inch wafers, I think it's relatively clear that the Taiwan government is not going to have any further restrictions," he said.

The revision could also open the door to some investment in 12-inch fabs in China, said Chen. The government will follow the Wassenaar Arrangement, an international treaty on export of goods and technologies that could have military use, in regard to investment by local companies in mainland China but Chen noted that "this is a review process" and "doesn't necessarily prohibit" the transfer of advanced technologies required at 12-inch fabs.

"So we will review the technologies and see the individual cases to decide whether we allow or not," said Chen.

Discussions surrounding 12-inch investment and transfer are yet to be completed, he stressed, but the government will likely want to see a technology gap between investments by a company in Taiwan and China.

"It means, if the investment in Taiwan is two generations better than mainland China then it should be OK," he said. "Thirdly, we might encourage the investor to have a relevant investment in Taiwan to ensure job opportunities in Taiwan."

While semiconductor fab investment is a major issue for Taiwanese IT companies when it comes to investing in mainland China, the government will also look at other areas including chip packaging and testing.

"I would expect restrictions will be released totally, hopefully totally, to this sector," said Chen. "So far we are number one in packaging and testing so if they can have a good business opportunity in mainland China, why not?"

Taiwan still might require companies have a relevant investment in Taiwan to keep strong links with the island, he said.

"And the third part for semiconductor is IC design. I would expect we will allow our industry to take advantage of the human resources in mainland China and I would think we will try to relax the restrictions," he said.

When the new regulations are in place, Chen expects the result will be a stronger local industry.

"By this kind of relaxation, we are not aiming to help mainland China," he said. "We are aiming to help our industry grow bigger and that will make Taiwan's economic strengths even stronger."
